City on a Hill is restructuring its finances so we can remain strong and continue serving children and families in Milwaukee’s central city.

Over the past several months, City on a Hill’s senior leadership team and the members of the board have worked with external financial and legal advisors to conduct a comprehensive evaluation of the organization’s financial condition. The evaluation identified financial challenges that required more than small adjustments. As such, the board of directors has made the difficult but necessary decision to restructure City on a Hill’s finances through voluntarily filing for Chapter 11 bankruptcy, effective December 5, 2025.

No. We are NOT closing. City on a Hill will continue providing the community with uninterrupted access to its programs and without staff layoffs. These programs include health care, dental care, behavioral health, and social services; a variety of youth and family programs that provide emotional, social, and academic support; and training opportunities and experiences to mobilize and equip individuals, families, groups and organizations with tools to improve the well-being of our community. Volunteer opportunities will continue to be available as well.

The City on a Hill board and leadership team remain committed to the organization’s mission and to supporting our team and honoring their important work.

City on a Hill’s mission remains the same: bringing hope, healing, and transformation to families in Milwaukee’s central city. This restructuring will allow the organization to continue current programs as it helps to strengthen its capacity to serve children and families in Milwaukee’s central city for many years to come.

City on a Hill’s mission remains centered on hope, transformation, and community renewal. We’ve taken several steps to strengthen our financial systems and governance. To guide the restructuring, the City on a Hill board has engaged experienced third-party legal advisors. In addition, the board has implemented new financial protocols, enhanced oversight measures, and is working with City on a Hill executive leadership to reinforce accountability, transparency, and responsible stewardship.​

City on a Hill continues to be supported by respected local foundations and community partners such as the Lynde and Harry Bradley Foundation and Bader Philanthropies, who believe in its mission, have seen its impact over time and continue to stand with the organization.
