Medical Director (VOLUNTEER OR CONTRACTED POSITION)

Position Purpose:

The Medical Director is responsible in partnership with the Assistant Director of Health Services for overseeing the delivery of high-quality, compassionate, and culturally competent healthcare services at the Inner-City Free Clinic, with a focus on addressing the needs of underserved and vulnerable populations. In this leadership role, the Medical Director will ensure that clinical care is evidence-based, patient-centered, and aligned with the clinic’s mission of improving health outcomes in the community. The Medical Director will supervise and mentor advanced practice providers fostering a collaborative environment to assess, diagnose, treat, and educate patients across the lifespan. This position also involves oversight of chronic disease management, preventive care, and health promotion efforts, while addressing the unique social determinants of health impacting patients in an urban, low-income setting. The Medical Director will advocate for equitable access to care, ensuring all individuals, regardless of socio-economic status, receive respectful and effective healthcare. This role is critical to the clinic’s ongoing commitment to improving the overall health and well-being of a diverse, at-risk population.  The total commitment anticipated is 3 to 6 hours per week with additional time commitments welcome and appreciated.

Reporting Relationship: Reports directly to CEO of City on a Hill

Scope of Work:

  1. Provides Clinical & Administrative Leadership of Medical Clinic at City on a Hill’s Health & Wellness Center
  • Supervises and supports advanced practice providers to ensure excellent patient experience by serving as a resource and completing annual performance reviews.
  • Supports the Assistant Director of Health Services and assists in creating the environment in which to deliver high-quality care to patients
  • Supports the Assistant Director of Health Services with clinic quality, safety, risk management, professional development initiatives/performance activities, and clinic meetings.
  • Oversees and reviews clinic operational manual, policies, procedures, and guidelines with the Assistant Director of Health Services to ensure alignment with WAFCC’s Standards of Excellence.
  • Oversees the dispensary and reviews policies, procedures and guidelines related to the operation in partnership with the pharmacy consultant and Assistant Director of Health Services.
  • Keeps track of medications in the clinic dispensary, submitting monthly medication orders with our partner Bread of Healing (Med Share program) within the budgeted amount.
  • Leads the monthly provider meeting and advanced practice provider credentialing and peer review process in collaboration with the Assistant Director.
  • Provides consultation to the CEO of City on a Hill. Attends meetings for dental and medical advisory committees. 
  1. Oversees patients in the Medical Clinic in collaboration with the Health Services Director ensuring high-quality, compassionate, and culturally competent primary healthcare services to underserved and vulnerable populations at COAH Health & Wellness Center  
  • Works with the Assistant Director of Health Services to establish and maintain Standards of Care, health policies, and medical guidelines for all health services, including provider visits, and maintains all needed medical record forms, prescription forms, medication labels, and provider visit logs.
  • Has availability during all clinic hours for emergency consults after the Assistant Director and on-site provider, if applicable, have managed the immediate crisis and is available to receive and coordinate action related to critical lab results.
  • Serves as the collaborating physician for nurse practitioners and physician assistants. Reviews and signs all Physician Assistant & Nurse Practitioner charts.
  • Working with the Health Services Assistant Director, maintains health clinic forms and documents to ensure proper forms are being completed, health information and data is stored confidentially, and accurate data is being recorded.
  • Provides support for the monthly outreach health clinic (second Saturday of every month) by being available for consultation for the medical providers and Assistant Director of HS, as needed.
  1. Provides high-quality, compassionate, and culturally competent primary healthcare services as part of a healthcare team to underserved and vulnerable populations at COAH Health & Wellness Center
  • Provides direct care either in-person or through telehealth, as available.
  • Facilitates consistent, coordinated care and clear communication among all members of the healthcare team and/or health or community agencies. This includes community health workers, clinic volunteers, healthcare students and City on a Hill behavioral health and dental practitioners.
  • Assesses, diagnoses, and determines/alters treatment and management plans appropriate for age, acuity, and clinical condition within scope of practice. This includes ordering, performing, interpreting, and communicating results to patients of appropriate diagnostic studies and prescription of pharmacologic and non-pharmacologic interventions and therapies.
  • Manages conditions based on clinical indication, evidence-based care, cost effectiveness, and assessment of risks/benefits and alternatives.
  • Provides health promotion, disease prevention and disease management counseling and education to patients and families.
  • Provides complete, timely and accurate documentation of clinical encounters, including telephone calls and prescription refills in City on Hill’s electronic health record system.
  • Refers patients to other free clinics for specialty services that City on a Hill cannot provide and utilizes the Free and Charitable Clinic’s Social Worker for complex patient referrals.
  • Completes prescription assistance paperwork to drug companies for medication assistance, if needed.
  • Dispenses medications from the clinic dispensary.
  • Serve as a Preceptor for PA, NP & Medical students. Facilitates meaningful student learning experiences and ensures their supervision by their appointed provider.

QUALIFICATIONS:

License/Registration/Certification Required: MD/DO licensed in Wisconsin with an MD or DO degree from an accredited medical school and successfully completion of a residency program at an accredited healthcare institution

  • At least 5 years of clinical experience post-training in a healthcare environment
  • At least 3 years of leadership experience in a healthcare environment
  • Demonstrated a high level of clinical proficiency and excellent decision-making skills.
  • Demonstrated ability to work independently and as an effective healthcare team member.
  • Demonstrated ability to adapt to evolving technology and proficiency with the electronic medical record.
  • Excellent communication skills. Ability to effectively collaborate with and establish and build relationships with others.
  • Proven organizational skills and ability to prioritize effectively.
  • Experience providing care to an underserved population with a focus on social determinants of health is preferred but not required.
  • Displays interest in the mission of the organization.
